New England saw the greatest decrease with a -$0.012 drop to $2.646. The Gulf Coast had the lowest average at $2.429 and a change of -$0.004. The Rocky Mountains had the highest jump of $0.043 up to $2.625. California boasted the highest average at $2.956 even with an decrease of -$0.006.
